Essendon president Lindsay Tanner says the AFL club needs to accept "collective blame" for the controversial 2012 supplements program which led to one-year suspensions for 34 past and present players.

"The individual blame game that has dominated debate ... is in my view unproductive," Tanner said at a media conference on Tuesday.

"There was a collective systemic failing and it needs to be seen in that light."
